It doesn’t excuse anything, but you have got to remember how politics works. Ken Livingstone’s £25 on 4×4 plan would have looked almost identical on a map. Politicians make money from those who are never going to vote for them (thus making that all the less likely).
With the obvious difference that the Kensington & Chelsea 4X4 drivers were easily rich enough for pay for the damage they were doing while this is about the disadvantaged being denied assistance from the state.
